Try positive reinforcement without the stairgate. Have him stay at the bottom of the stairs, then go up a few stairs, tell him to stay and then go back down and treat him. Gradually get a little higher until you can go to the top of the stairs. Ideally, see if you can then do it while he is on his bed downstairs. We took the stairgate and puppy pen away for exactly the same reason, that Pepper jumped over them (and he's a miniature) and it was much better.
